Revision 17.5:
After weighting testing it showed me how messed up it was because I use Unreal Tournament 3 worthy poly counts.
So now I'm remodelling my torso and legs...
See Rev 18 for that disaster.

The arms look a bit out of proportion when I look at the body, but this new model is a lot easier on the eye and has nicer topology.
I love you

The weighting looks far better now your geometry is lower poly. I bet the process is quicker too!

Revision 19.5:
Right so I weighted the whole thing and it all looked perfect and was moving fine then I made THE STUPID MISTAKE OF CLICKING SAVE.
After the save was made his hand went fuck off in one direction and His head went rayman.

SOMEONE EXPLAIN THIS TO ME COZ THIS IS PISSING ME OFF.

Try going back into the bone tool this will move the bones back to their original place, then re record the position and rotation of the bones. Also before you save turn off global animation and generators.
